摘要
运用产业竞争力评价理论,结合高新技术及高新技术产业特征,从产业投入、产业产出、产业技术创新能力、产业环境四个方面建立了高新技术产业竞争力评价指标体系,同时详细阐述了各项指标的意义。通过分析2003年辽宁省及全国各主要省市高新技术产业八个方面的发展数据,对辽宁省高新技术产业竞争力现状及发展的制约因素进行了分析,在此基础上提出了提升辽宁省高新技术产业竞争力的对策。
An evaluation index system for the competitiveness of new/high-tech industries was set up on the basis of the theory of industrial competitiveness, considering the characteristics of the new/high technologies and relevant industries. The system included the input, output, technology innovative capability and developmental environment as evaluation indices and each of them was expounded. The actuality and the factors restricting development of the competitiveness of new/high-tech industries in Liaoning were discussed through an analysis of the data involving 8 criteria obtained from Liaouing and other main provinces/ cities in China in 2003. Some measure was thus proposed to take to improve Liaoning＇ s competitiveness of new/high-tech industries.
