摘要
治理工具是治理理论的核心。对于中国的政府改革而言,我们不仅要转变政府的职能,更重要的是转变政府作用的方式,采取更有效的治理工具达成治理目标。本文首先阐释了政府治理工具的涵义,然后提出了评价政府治理工具绩效的五个指标,最后从强制程度、直接程度、自治程度和量化程度四个维度分析了政府治理工具的选择。
The tools of government is the core of the theory of governance. As far as Chinese government reformation is concerned , in order to attain the goals of government administration, the government function should be transformed, but what＇s more important is that the tools of government should be transformed as well. This article analyzes the conception of the tools of government, and summarizes five criteria for evaluating the tools. Finally, the author puts forward a four dimensions （degree of coerciveness, directness, automaticity, visibility） approach to choose the tools of government.
