摘要
政府创新是促进政府现代化的重要途径,是政府自身发展的客观要求。中国政府创新内涵界定必须符合中国国情。中国政府创新有着深刻的现实动因和需求,是经济全球化和治理国际化的客观要求,是提升政府能力的必然。中国政府创新是一个体系,分为两个方面和三个层次。大力推进政府创新,需要构建中国特色社会主义政府理论、形成并完善中国特色社会主义政府体制、拓展并革新中国特色社会主义政府治理工具。
Governmental innovation is an important approach in pushing modernization of governments, and is an objective necessity for governments' development. The connotation of Chinese governmental innovation accords with its own situation. The Chinese governmental innovation has its profound realistic causes and requirements, which is the objective need of economical globalization and internationalization of governing models, and the necessity of enhancing the governmental ability. The Chinese governmental innovation is a system consisting of two parts and three layers. To advance the governmental innovation vigorously, we should construct theories of governments with Chinese socialist characteristics, re-establish and perfect the governmental system characteristic of Chinese socialism, develop and renovate our tools for governance.
