摘要
京津冀人才开发一体化作为全国区域人才合作的一部分,其对于河北具有特殊的意义,在促成三方人才开发一体化的过程中,河北做出了许多努力,由于京津合作愿望并不强烈,加之经济、文化思想的差异和行政区划的分割,使这一合作的实质性进展并不大。尽管如此,人才开发一体化仍是大势所趋,合作已成定局。本文对河北在三方人才开发一体化合作中的基本状况进行理性分析,即看到优点,更分析劣势,从而提出河北人才发展策略的基本构想和应对举措。
Oneness of able persons in Beijing, Tianjin and Hebei is significant to Hebei, to which Hebei has contributed a lot. Because Beijing and Tianjin have no strong desire to have cooperation, and what's more, there are some economic, cultural and ideological gaps as well as different administrative regions, this cooperation has not gone far. In spite of these disadvantages, oneness of able persons is general trends. We must see advantages and disadvantages so as to put forward basic ideas and corresponding measures in the developing strategy of able persons in Hebei.
