摘要
高校是我国科研事业的重地,知识产权保护与管理的重要性非常突出。高校知识产权管理应该遵循知识产权法治的一般原则,尤其要遵循激励创造、发展科学与文化,平衡利益,促进产业等基本原则。当前,我国高校课题知识产权管理普遍存在着知识产权意识薄弱、体制不健全、各环节法律关系处理不当、管理失衡以及知识产权外流等现象。为此,有必要多角度促进知识产权意识的强化,健全机构与制度尤其是激励与责任制度,全方位加强各环节的知识产权管理工作。
The college and university is the core of the scientific research in our country, in which the intellectual property protection and management is of great significance. We should comply with the general rules of intellectual property in this management, especially that of incentivizing creation, developing the science and culture, balancing various interests, promoting the industries. Currently, in order to resolve the problems on intellectual property management in college scientific research, we ought to strengthen intellectual property consciousness, establish various organs and institutions, especially that of incentive and responsibility, and then reinforce a all - round management of intellectual property.
