摘要
旅游业作为新兴产业,越来越受到世界各国的重视,旅游资源的开发利用,对推动区域经济发展的作用非常明显。辽宁省阜新市是典型的煤炭资源型城市,也是被国务院列入的“资源枯竭型城市经济转型试点市”。目前,阜新正处在经济转型与产业结构调整的关键时期,劳动力就业矛盾十分突出,阜新下岗失业职工仍有近16万而且有上升的趋势,其中矿业下岗失业职工占40%,这对市区仅有78万的中型城市的可持续发展造成了巨大障碍。发展特色旅游业,无疑对劳动力资源转移,促进就业是一个切实可行的策略。
As a new industry, tourism is paid more and more attention to all over the world, Obviously, the development and utilization of the tourism resources is very important to promote the development of regional economy. Fuxin, Liaoning Province is a typical coal resources city and is listed in ＂economic transformation experimental unit of resource-exhausted cities＂ by the State Council, At present, Fuxin is in the key periods of economic transformation and industrial structure adjustment. The contradiction of the labor force employment is very conspicuous. There are nearly 160 000 unemployed workers in Fuxin, and the number still has the rising tendency, Among them 40 percent are unemployed workers from mining industry, and this is an enormous obstacle to the sustainable development of the city which has only 780 000 urban population. Development of characteristic tourism industry surely is a feasible strategy for the transference of workforce resources and employment promotion.
