摘要
为有效地实现全面建设小康社会的战略目标、合理调整不同地区城市的建设投资结构、更好地发挥资金效益、推动地区协调发展,本文对东中西部城市之间的投资差距和经济差距进行了比较分析,指出其差距过大且进一步扩大的趋势;建立并运用投资优化配置模型进行计算,筹划我国到2020年实现初步的城市社会的投资布局。提出东中西部城市建设投资将出现西部为高而中、东部依次跟进的格局,投资高的城市对人口等要素的聚集能力也增大,有利于经济发展和缩小地区差距。从城市横向发展的角度,为国家和地区制定宏观调控的城市投资发展战略,以体现效率和公平为原则,提出了见解和对策建议。
In order to build a well-balanced and developed economy, to adjust city construction investment in different regions of China and to develop optimal investment allocation, this paper analyzes investment and economic gap among the cities in eastern, middle, and western China and states that the gap has a trend of being expanded. After establishing a model for optimizing investment and the calculation, the au thors propose that by 2020 the city construction investment in western cities will become higher but in middie and eastern cities will be lower and that the cities with higher investment will have better abilities of attracting population, which is useful for developing economy and reducing differences among regions. From the point of view of city transverse development, the authors offer some useful advice of making development strategies for city investment under the principle of efficiency and fairness.
