摘要
针对城市管理中信息不及时,管理被动后置;政府管理缺位,专业管理部门职责不明,条块分割,多头管理,职能交叉;管理方式粗放,习惯于突击式、运动式管理;缺乏有效的监督和评价机制等问题,北京市东城区利用计算机、网络、地理信息系统和无线通信等多种数字城市技术,设计的一种全新的城市管理模式——万米单元网格城市管理新模式,在解决城市管理中“政府失灵”、提高城市管理效率和政府管理水平等方面取得了明显效果。
This paper studied on the urban management case of Beijing Dongcheng District, pointed to the lagged information transmission and inactive management, ambiguously allocated responsibilities among specialized government departments, inaccurate management method, lacking of effective supervision and evaluation mechanism in urban management. With an integrated application of computer technology, network technology, GIS, and mobile communication technology etc., created a new urban management model, namely 100 ＊ 100 square meters grid management model. The following innovations were employed to realize an accurate, efficient, full-time, full-space urban management, namely 100 ＊ 100 square meters grid management method, urban components management method, information collecting device, two management axis mechanism including urban management supervision center and urban management command center, and reengineered the urban management.
