公共治理指标的测量——关于治理指标的一项文献回顾 被引量：7

摘要 自20世纪90年代以来,公共治理的现象及概念越来越受到学术界、国际组织以及主权国家的关注,相关的讨论也在全球范围内展开。在这场关于公共治理的论辩中,由于对公共治理的维度或要素缺乏广为认可的共识,公共治理如何测量或者公共治理的指标如何确定,是目前公共治理研究中争议较大的问题之一。本文回顾了国外公共治理研究领域的相关文献,分析了目前各界归纳治理指标的主要方法与技术、主要的综合治理指标体系,以及可行能力视角的治理指标,试图为国内公共治理研究,特别是在指标界定方面做出贡献。
