摘要
地质遗迹及地质公园旅游近年来得到了很大重视,但随之凸现出保护与利用的协调性问题。应用专家评价法对陕西省25处地质遗迹的保护与利用进行模糊综合评判,得到其所属的五种保护与利用协调性类型。结果表明,保护不好必然带来利用不好。评价将其划分为保护利用偏差型、保护偏好利用偏差型、保护利用一般型、保护偏好利用一般型、保护利用偏好型5种类型,各种类型遗迹点的评价特征值分布显示出各自的聚居范围,建立的几何图法则有助于精确解析问题。在评价因子的选取时兼顾了资源对象、环境对象与组织对象3个方面。结合中国地质遗迹保护和地质公园建设的实际,保护评价选出7个因子,利用评价选取了6个因子,这些因子基本涵盖了协调地质遗迹保护和利用矛盾时应考虑的问题,在全国亦具有典型性。因而,这种方法也适合于全国其它地区的地质遗迹和地质公园的保护与利用协调性评价。
Geological relic conservation and geopark tourism become a focus in recent years. But what emerges along with this is the inharmonious problem between conservation and utilization. Moreover, national geoparks of China aren' t solely landscape type geosite anymore. Some profile type or section type geosites are also approved to establish geoparks. For example, the existing 85 national geoparks can be classified into I0 categories according to knowledge classification (second level geosubject). At the present time, inharmonious problems and destruction have been of frequent occurrence. In the future there are about 30 - 40 world geoparks and 200 - 250 national geoparks being established in China, problems will be more complicated. It is essential to evaluate the relationship between conservation and utilization.
With the help of expert' s assessment method, first by single factor assessment, then by multifactor fuzzy comprehensive evaluation on conservation and utilization of 25 geosites in Shaanxi Province, the relationship between conservation and utilization of these sites was found. The results make it clear that poor conservation brings about poor utilization. According to the result of evaluation, these sites can be classified into five groups: poor situation both in conservation and utilization, better in conservation but poor in utilization, moderate in both conservation and utilization, better in conservation but moderate in utilization, better in both conservation and utilization The values which are used for evaluation of different types of geosites display different ranges of distribution with the straight line y = x in rectangular coordination system. Therefore, the types of relationship between conservation and utilization of geosites can be determined.
In the course of evaluation factors selection, attention is not only given to resource object, but also to environment object and management object. And then, by means of Delphy Method, the system and weights of evaluation factors are determined. Hereupon, considering the facts of geological remains conservation and geopark construction in China, we select 7 factors for conservation assessment: regulatory authority or administration for site conservation, preservation condition, conservancy difficulty, conservation planning, implementation of management measure, impact of development and utilization, impact of human project activity; and 6 factors for utilization assessment, including extent and profundity of scientific research involved, popular science education, economic utilizing, direction of development and utilization, management in the course of developing and utilizing, sustainability of utilization. On the whole, these assessment factors cover all aspects which should be considered when harmonizing the relationship between protection and utilization, and are typical nationwide. They can be confirmed as the representative factors. Therefore, this method can also be applied to evaluation on relationship between conservation and utilization of other sites and geoparks in the nation. At the same time, as this kind of assessment belongs to post project evaluation, it then helps to make a comprehensive and overall process evaluation on the conservation and utilization of tourism geological remains.
