摘要
“三农”问题是一个整体,其核心是农民问题。解决“三农”问题,第一位的是要解决农民问题;只有把农民问题解决好,农业和农村问题才能顺利解决。我国的长期实践证明,不首先解决好农民问题,农业问题解决了也还是要反复。现阶段我国急需解决的农民问题有四:一是农民人数太多,占总人口的比例太大;二是农民太穷,农民太苦;三是农民太弱;四是农民日益边缘化。要建设社会主义现代化国家,现在就应该把解决农民问题放在第一位。要改革束缚农村生产力发展的一切因素,建设起城乡一体化的社会主义市场经济体制,使农民数量逐步减少,农民生活逐渐富裕起来,最终把农民问题解决好。
The “Three Issues Conceming Farmers” is a unity, in which the issue of farmer is the core. To solve the “Three Issues Concerning Farmers” , the issue of farmer must be solved first of all, only after which issues of agriculture and country could be solved successfully. The long - rang practice of our country has proved that the issue of farmer is not solved successfully, the issue of agriculture would repeat. On the moment four problems concerning farmers must be solved urgently, the first is too many farmers, the second is farmer are too poor and too hitter, the third is farmers are too feeble, the fourth is farmers becomes more and more fringed. To found modern socialist country, the issue of farmer must posit on the primary place from now on. We must reform all factors fettering rural productive power, set up city - country integrate system of social marketing economy, so that the farmers decrease and become well off gratually, the issue of farmer is solved finally.
