摘要
针对国内公路工程项目的“质量剩余”和“质量短缺”现状,提出了公路工程项目合理质量的概念,分析影响合理质量形成的因素及质量成本的5种组合模式,利用田中法确定合理质量的区域,依据公路工程质量的形成过程特点,利用QFD(质量功能展开技术)分别从项目质量策划阶段开始到项目实体质量形成的各个阶段进行层层展开,在项目质量的形成过程中始终把握住质量控制要点和关键指标,控制合理质量链的形成,达到顺利实现合理质量目标的目的.研究结果为公路工程项目减少“质量剩余”和“质量短缺”现象提供了一条有效的新思路.
This paper puts forward the concept of the “reasonable quality” for highway construction projects, analyzes the five combination models for quality-cost, uses Miles means to determine the area of reasonable quality, controls the form of reasonable quality link by QFD, and proposes a new way to reduce “quality surplus” and to prevent “quality shortage”. This paper discusses the concept of reasonable quality, and holds that reasonable quality should be controlled to an appropriate extent. It also analyzes the critical processes of quality forming in all stages of highway projects, and then presents the deployment approach of reasonable quality, which transforms reasonable quality expectations into practical construction operation techniques and control measures. The processes include the deployment and transformation of reasonable quality indexes and the control of reasonable quality.
