摘要
公共部门的人力资本是与公共产权所有者交易的特别市场合约,据此而存在着产权交易的非最优性、产权收益的递增性、产权的强外部性、产权的相对残缺性的性质。根据公共部门人力资本产权的这些特殊性质,以及公共部门产权的收益形态,公共部门人力资本产权的基本运作可采取五大策略。
The property right of human capital in public sector is stipulated by a special contract between the principal and the agent of the public power. And it has the nature of incomplete contract, profit progression, strong externalities and relative imperfection. Based on these characteristics and the different styles of profit, three operation mechanisms and five alternative strategies are mentioned subsequently in this article.
