摘要
本文以宁夏中北部地区为例,探讨了由于行政区划变动致使原银川、吴忠、青铜峡、灵武所形成的城市群在空间结构和社会经济结构方面发生的重大变化,进而对这一变化所产生的区域经济关系及其发展的正负向影响进行了深入研究,提出了在以经济发展为根本目标的背景下,行政型的城市群体系或区域体系必然会向经济型的城市群体系或区域体系转变,这一过程对于行政区划调整来说必须科学而慎重。
District＇s administrative division is an effective measure to adjust the regional spatial structure and change the city group structure. Its purpose is to improve the unsuitable structure of regional area, intensify the macroeconomic control, optimize the arrangement of resource, adjust the economic relation, and quicken the economic construction ,which can make the administrative district fit in with the economic district and improve the economic and social corresponding development of the whole region. The north-central districts in Ningxia include Yinchuan and the north part of Wuzhong. The changes of city group structure also result great changes of the regional urban system and economical system. Taking the north-central districts in Ningxia for instance, this paper discusses the great changes of city group structure under the district＇s administrative adjustment, which brings the positive and negative impacts of the regional economic relation and development. The city group structure is formed by the long administrative and economic function, so if the district＇s administrative division changed, the spatial structure also changed. These changes can strengthen the dominant place of Yinchuan which is the central city of Ningxia. At the same time, these changes can weaken the administrative and economic function of Wuzhong which is the subcenter of Ningxia. The district＇s administrative adjustment can strengthen the radiation function of the capital, which can turn Yinchuan into a modern city in a larger area, but this adjustment also destroys the originally steady interior structure of Wu-Qing-Ling city group, bringing out some tests of adjustment, repair and reconstruction in this city group and regional economical system. The urbanization must take the organic conformity of the whole regional city group for the base, which to achieve sustainable development in the whole area. On the premise of economic development, administrative city group will change into economic city group, and the district＇s administrative adjustment will take place sometimes in future, which can bring an important thesis to the administrative department and the research institution.
