摘要
中高级人才作为稀缺资源,由于配置不合理造成极大浪费,严重影响黑龙江省竞争力的提升和可持续发展能力。文章从中高级人才界定标准和特性入手,分析了黑龙江省人才结构所面临的问题,建立了中高级人才优化配置模型,为解决人才供求关系不平衡问题和制定黑龙江省人才战略提供了有力的决策依据。
As a scarce resource, high-ranking and medium-ranking talent has been wasted greatly -because of irrational collocation, this affects the promotion of competitive power of Heilongiang province and the capacity of sustained development. The thesis begins from our province' talent allocating state, analyses the problems faced by our province' talent structure, puts forward the homologous solution, and creates the high-ranking and medium-ranking talent' s disposition schemes' optimization, and provides powerful decision criteria to solve the disequilibrium in high-ranklng and medium-ranking talent' s demand-supply.
