摘要
通过分析高等教育投资体制、拨款机制改革面临的问题和当前高校预算管理的现状,肯定了实行预算改革给高校带来了一定的积极影响,同时也面临新的问题,提出了预算管理改革的对策和改进的思路。预算改革要以绩效为中心,建立投入产出的理财观念,建立财政拨款与用款单位绩效考核挂钩的机制,促进高校预算的科学管理。
This paper provides an analysis of the investment structure, funding scheme and budget management in the Chinese higher education sector. Current budget reforms have brought forward both positive and negative impacts to the sector, and require a more reasonable and effective approach to budget management.
