摘要
人力资源的开发与利用是西部大开发战略的重要组成部分。西部地区要抓住本世纪头20年的战略机遇期,克服人力资源存量不足、分布不平衡、人才流失严重等问题和困难,大力推进人力资源开发与建设,顺利实现西部大开发的目标任务。
The development and use of the human resources are important components of the develop-the-west strategy. Western region has to catch the opportunities in the first 20 years of this century,and overcome the problems in human resources management while improve it. Then we can achieve the task of the development of western regions smoothly,
