摘要
“西北问题”是指制约西北地区政治经济社会发展和现代化的具有复杂性、长期性、艰巨性、全局性、根本性的问题。如何破解“西北问题”这一难题,加快西北地区经济社会发展,是国家决策层、理论界乃至普通民众关心的问题。而政治学视野中的“西北问题”,首当其冲的一是国家政权系统对西北治理的状况;二是西北地区治理的特殊性。
“The issues concerning Northwest China” are long-standing fundamental problems of complicated nature, therefore affecting the development and modernization of Northwest China in politics and economics. As these tough issues are affecting the overall situation,therefore we cannot afford to ignore them. How to solve the issues poses as a great challenge to the government, the scholarship, and the public as well.The present paper discusses these issues from the political perspective： on the one hand, the study is focused on the state＇s governing of Northwest China,and on the other hand, the peculiarities of governing this region are focused.
