摘要
以三级架构为特征的新型国有资产管理体制已在重庆等各地得到建立,新体制本身并非完美,同时在建立过程中还有许多制度上、观念上、手段上的问题有待重视和解决。资产运营的根本目的是实现保值增值,国有资产运营的目的还要加上加快经济发展、和理顺经济产业布局、维护公共利益等,所以对国有资产的运营既有体现私权利的出资人权利,又有实现公共权利(国家利益)的政府职能。
New state-owned assets management system with characteristics of three levels frame has been established in Chongqing and new system is not perfect and there are many problems in system, idea and methods which need to be solved. The aim of assets management is to add value and the aim of state-owned assets management is to accelerate economic development and to strengthen economic and industrial allocation and to protect public interests. Thus, state-owned assets management not only benefits investors but also benefits governments.
