摘要
提高高校国有资产的使用效率 ,关键在于实现运营管理体制的转型。在体制的转型中应从产权关系入手 ,界定高校国有资产的各种产权关系 ,探索资产的有偿使用 ,进行校办产业资产的规范剥离 ,实施后勤服务资产租赁使用的新方式 ,强化国有资产的监管 ,建立高校国有资产三级运营管理体系。
The key to improving the efficiency of use of state assets in higher learning institutions lies in the realization of a reshaping of the operative system of management. In the process of reshaping, a variety of relationships with regard to right of property of the state assets in higher learning institutions must be identified in terms of relationship in respect of the right of property. Moreover, school-run businesses should be separated from the university proper and a lease use of rear-service assets should be imposed so as to explore ways for paid use of state assets. In a word, the management of state assets should be intensified and a three-level operative management system in relation to state assets should be introduced.
