政府转型是指政府从追求整体性、指令化的全能型政府向重视民主、法治、地方自主治理和负责任的现代政府转化的过程。公共管理社会化是实现政府转型的客观要求;提供优质的公共服务是现代政府的核心职能;规范的制度安排是政府服务于经济社会的有效手段;创新社会管理模式是构建和谐社会的关键。
Government transition refers to the course of that the government is transforming from emphasizing totality and dictation to the modern and all-round one of democracy, nomocracy and responsibility. The socialization of public management is the objective demand to realize government transition. It is the modern government's key function to offer the high-quality public service. Normal system is an effective means by which a government serves the economic society. Innovating social management mode is the key to structure the harmonious society.
