摘要
非正式制度的存在及其变化对正式制度的演变具有不可忽略的影响。本文以金大中政府公务员成果奖金制度、开放型任用制度的实施过程为实证案例,分析韩国社会固有的非正式制度对行政改革的约束作用,并提出研究结论及其启示。
The existence and the change of informal institutions have considerable impact to the alteration of formal institutions. Focusing on the performance - bonus system and the open - recruit system of the Korean civil service, this study is to analyze the constraints of Korean informal institutions to the Kim - Daejoong administrative reform, and based on above explanations, the author provided instructive implications conceming the theory and practice.
