摘要
林业肩负着发展林业产业和保护生态环境的双重使命,合理有效的林业政策是推动资源建设、林业产业体系和生态体系建设的不竭动力。林业政策模拟模型研究,可以在政策定性分析研究以厘清政策因素、其他因素和调节对象与目标之间的相互作用的基本关系的基础上,将所研究的问题推进和深化,为政策研究提供有力的分析工具。主要为林业政策模拟模型和政策的优化设计研究提供一个分析的框架。
Forestry undertakes a two- fold task including developing forestry industry and protecting ecological environment. Rational and efficient forestry policies are the continuous engine for constructing forest resources, forestry industry systems and ecological environment. The study of the simulation model of forestry policy, on the basic of the qualitative study of the forestry policy which enables to comprehend the relationship among the factors of policy, non - policy and the object adjusted by policy, is a way of promoting and deepening policy research, and will offer useful implement for policy research. This paper puts forward an analysis framework of study on the simulation model of forestry policy and optimal policy design.
