摘要
近年来,无论是城市规划理论研究还是各地的规划实践,公众参与都是一个热点,而且也取得了相当长足的进步,但在如何评价、检验公众参与的成效以及如何对其进行量化研究等方面却鲜有涉及。本文试图借鉴多学科的相关方法,探讨构建公众参与城市规划评价体系的基本原则、主要指标和关键环节,探寻针对公众参与城市规划不同形式、不同层面的评价所采用的具有共性特征的技术手段和流程,使公众参与城市规划的评价方法趋向科学和规范.
In recent years, not only in the theoretical research of urban planning but also in the urban planning practice, the citizen＇s participation has become a focus and has made quite considerable progress. However there is few investigations on how to appraise and examine the effect of citizen＇s participation and how to make it quantitatively. This paper attempts to draw lessons from multi-disciplinary relevant methods and discusses the basic principle, major indicators and key links of constructing evaluation system of the public participation in urban planning. Based on the appraisements with different form and different level, the technological means and procedures with generalized characteristic are explord, which can make the appraisement method of the public participation in urban planning more scientific and normalized.
