摘要
针对目前科技论文出版的长时滞,致使某些论文时效的丧失以及某些科研项目不必要重复的浪费,导致科技成果转化为生产力的延期以及科技进步的延期等情况,提出了科技论文在收稿后24小时之内印予以发表的即时出版设想,同时提出了相应的实施措施,印大胆采用计算机即读的科技日刊的形式,以大大缩短论文出版周期和论文向读者传递的时间;聘用专职审稿员,以大大缩短论文审稿的时间;以及采用电子信函通讯,既大大缩短论文在作者、编辑和审稿员之间传递的时间,又便于论文的修改、编辑与校对。在现阶段,借助于电子计算机网络,某些专业性较强的科技期刊在改为计算机上即读的科技日刊后,马上就可以做到来稿的即时出版;此后至2000年前,随着全球信息高速公路的建成,构建一个超大型的即时出版的国际科技论文文库也是可能的。
More than 5 million scientific and technical (S&T) papers are published in S&T periodicals in the world every year.Due to the limitations of the publishing period of S&T periodicals,the average publishing time lag for these papers (from re- ceiving the contributions to distributing the publications) is 7 to 11 months.Science and technology are the first productive force,and S&T papers are the most important form of expression of science and technology in characters.The long pub- iishing time lag of the S&T papers make some papers lose their efficacy,resuits in enormous waste of time,labor and money ia unnecessar(?)y repeating the S&T results,and delays the transformation of science and technology into productive force and the advancement of science and technology.So,I suggests an idea of immediate publication,i.e.publishing and provid- ing the S&T papers for the readers within 24 hours from the time of receiving,and the methods to practise the idea,i.e. adopting electronic online S&T daity periodicals to largely shorten the publishing period of S&T papers and the time for sending the publications to readers;employing full-time referees to largely shorten the time for refereeing the papers;and using electronic mail to largely shorten the time for sending the pepers between authors,cditors and referees and to make the papers be easilier revised,edited and corrected,I thinks that now by using the present computer networks some S&T period- icals can realize the immediate publication of S&T papers at once after their changing into electronic online S&T daily peri- odicals,and.then to 2000,along with the establishing of the global information highway to found a immediately publishing internatiional superpool for S&T papers is also possible.
