摘要
本文根据国内外一些最新资料和数据，顺序分析了世界、中国和山西面向２１世纪的能源供求形势特点和现状后，认为煤炭作为世界第二大能源和中国第一大能源的地位在２１世纪不会有多大变化；但根据精查储量计算，煤炭资源在中国则相当紧张；山西省能源基地经过１５年的建设将进一步成为全国重要的商品煤、电生产基地，但多年来该基地在为全国经济发展做出巨大贡献的同时，资源浪费、环境污染、生态破坏十分严重并形成了落后的区域经济类型，经济增长和人均收入与全国平均水平相比，差距越来越大。事实证明，无节制地耗费有限的资源去换取经济发展的道路和以牺牲环境及其他产业发展为代价建设能源基地的道路均走不通。面临２１世纪发展环境和自身基础条件的挑战，山西省应重新认识“山西能源重化工基地”的发展方向，深化可持续发展的认识，实行可持续发展的战略，坚持资源导向和市场导向相结合，坚持对本省资源开发与保护并重，大力开发和应用先进的、洁净的能源供应技术，提高能源效率。通过调整优化产业结构，建立效益显著的新兴产业体系，实现整体创新、综合开发，使山西成为社会主义市场经济下的能源重化工经济基地。
According to the latest information and data at home and abroad,the characteristic and present situation of supply and demand of energy re- source in the world,China,and Shanxi are sequentially analysed.It is believed that coal place,as the second energy resource in the world and the first energy resource in China,will not vary in the 21st century.However,in the light of precise deposit investigation,coal resource is in short supply in China.After 15 years construction,Shanxi will become important commercial coal and power base of China.While hav- ing been making great contributions to the national economic developments,Shanxi has formed an underdeveloped regional economy type with resources wasted,envi- ronment polluted,and ecology destroyed badly.The disparity of economy increasing rate and income per capital between national average and Shanxi is becoming larger and larger.It has been proved by facts that both developing economy through limit- lessly consuming limited resource and establishing energy resource base at the cost of environment and other industries are not feasible.Facing the challenge of devel- oping surroundings and self-infrastructure in 21st century,Shanxi province should reconsider the direction of Shanxi energy resource and heavy chemical industry base,deepen the view of continual development,carry out the strategy of continual development,combine the resource and market orientation,equally treat the devel- opment and protection of the provincial resource,actively develop and apply ad- vanced clean technology of energy,and raise energy utilization efficiency.By adjusting and optimizing industrial structure,establishing new industrial system with outstanding economic benefit,realizing total innovation and comprehensive ex- ploitation,Shanxi will be an energy economic base under socialistic market econo- my.
