摘要
清朝非常重视江河的治理,并不断为此投入大量的人力物力。河工的兴作始终以政府财政为基础,清朝建立了相应的财政管理体制。河工的兴作还与社会的政治、经济状况具有密切的联系,晚清政府财政收入虽然大幅度增加,却并未能改变河工经费紧缺、水利工程日渐废弛的现状。
The Qing government attached great importance to controlling rivers and consistently devoted considerable manpower and material resources to that end. State financing was crucial to the administration of river conservancy and the Qing government established corresponding regulations to administer these funds. River conservancy was also closely related to political and economic conditions.Although government revenue increased substantially in late Qing, the increase was insufficient to cover deficits and the administration of river projects gradually declined.
