摘要
实现依法执政应从观念、法制、体制和机制四方面创新入手。观念创新即实现观念上的五大转变:从权力本位向权利本位转变、从权力至上人情至上向法律至上转变、从泛道德主义向德法并举转变、从国家本位观向人民本位观转变。法制创新:实现国家权力资源的配置法制化、党的执政权及其行使程序法制化、党执政活动的监督法制化以及完善宪法监督制度。体制创新:建立和健全市场经济体制,理顺和创新党的领导体制。机制创新:建立和健全权力分离机制、监督机制、约束机制以及道德推动机制、执政党社会双轨推动机制。
Realizing the administration by law should start with the innovation of ideas, rule of law,system and mechanism. The paper analizes the content of these four respects and points out the importance of them.
