摘要
人力资本具有外部性,要求政府介入,形成以政府为主体的人力资本的公共投资与积累。公共教育是人力资本公共投资的主要形式,而公共教育投资却受到一些因素的制约。本文主要分析在分级教育投资体制条件下,劳动力流动对公共教育中的社会契约产生影响,从而制约了公共教育投资。然而,劳动力流动又是人力资本积累的形式之一,对提高人力资本的配置能力有重要作用,所以这种影响和制约有一定的内在矛盾性。认识这一现象对于政府公共政策的制定具有意义。
Externality of human capital gives rise to government -dominant public investment and accumulation in human capital. The investment in public education as the main manner of public investment in human capital, however, is restricted by many factors. In this paper, the writer mainly analyzes the mobility of the work force to influence the social contract in public education, and to restrict investment of public education. On the other hand, the mobility of work force is one mode of investment and accumulation in human capital, and plays an important role to improve the allocation of human capital, so the influence and restriction take on intrinsic contradiction. It has profound policy implications for the government to know this issue.
