摘要
目前,人们已从过去主要强调农业生产、科技兴农、粮食生产等问题跳出,强调通过农村劳动力的转移来解决“三农”问题。但由于我国现实的特殊性,一味地强调城镇化发展,不但会增加“三农”问题解决的成本,还可能延缓“三农”问题解决的进程。本文认为,“三农”问题的解决,不但要解决转移出去的劳动力的生活、就业状况,还要解决滞留在农村的农民的发展问题、农业和农村的现代化问题。为此,在城镇化进程中必须从劳动力转移的流向、大力发展民营经济等方面加以引导,以加强城镇化发展对“三农”问题解决的促进作用。
At present, the keystone of solution to agriculture, countryside and farmers problems has been transferred from agricultural produce, flourishing by science and technology, and food produce to populationmigration. But because of the particularity in China, emphasizing urbanization blindly will not only add the cost of the solution to agriculture, countryside and farmers problems and will also hinder the solution to the problems. So it is necessary to solve all the problems concerning the life and employment of population migration,the development of rural farmers, the modernization of agriculture and country. In order to promote the stimulative function of urbanization in the solution of agriculture, countryside and farmers problems, more attention should be paid to the floating direction of population migration and the development of private economy.
