摘要
对陕西省杨凌示范区的农村人力资源开发现状进行了调查,结果表明,西部农村人力资源开发是西部地区城乡统筹发展的首要任务,而转移农村剩余劳动力则是农村人力资源开发的重中之重。杨凌示范区在转移农村剩余劳动力时,要充分开拓农村内部就业空间,让农民就近就地实现就业;以加强农业基础设施建设为突破口增加农民就业岗位;建立统一的劳动力市场,实现城乡劳动力统筹;结合杨凌示范区本地实际通过发展特色农业开拓就业新领域;推进工业化和城镇化,全力打造杨凌示范区的规模化效应,加大乡镇企业结构调整力度,扩大就业机会。
Conducted a survey of rural human resources development status quo of Yangling Demonstration Zone, Shaanxi Province, the results showed that the western rural human resources development was the primary task of urban and rural development of the western region, and the transfer of rural surplus labor was heavy human resource development in rural areasweight. Yangling Demonstration Zone in the transfer of rural surplus labor to fully open up the internal space for employment in rural areas, farmers nearby employment; establishment of a unified labor market as a breakthrough to strengthen the agricuhural infrastructure to increase farmers jobs, co-ordinating urban and rural labor; combination of Yangling Demonstration Zone local realities through the development of specialized agriculture open up new employment areas; promote the industrialization and urbanization, efforts to build large-scale effects of the Yangling Demonstration Zone, to increase the township enterprises in efforts to restructure and expand employment opportunities.
