摘要
作者回顾了以往的渔船稳性衡准，同时提出了新的意见，即渔船稳性衡准应分为，“硬件”与“软件”，且“硬件”与“软件”应是同等重要须同时符合要求。
Author reviews the stability criterion of fishing vessels of the past and suggests the new opinions,i.e. stability criterion should be devided “hardware”and“software”for fishing vessels,and that the requirement of“hardware”and“software”should be satisfied together。
