The definition, composition of risks in the development of naval ships together with the interrelationshipamong risks are presented. The "Venture Evaluation and Review Technique"(VERT)is recommended after a briefsurvey of various risk analysis methods. Detail introduction of VERT and the algorithm in microcomputers program and the mathematical processing for parameters of the net work are given.
