地下储气库在京津地区均衡天然气供需中的作用 被引量:3

Usefulness of Underground Gas Storage Tanks in Buffering the Gas Demand and Supply in Beijing and Tianjin

摘要 京津地区冬夏温差悬殊,天然气用户以民用采暖为主,用气量随气候温度变化波动明显,冬夏用气极不均衡。天然气地下储库作为陕京输气管道工程的配套系统工程,对于调节天然气供需矛盾,保障应急调峰需求,实现集、输、储、配系统连续安全平稳供气发挥了巨大的作用。尽管如此,却仍然不能满足京津地区冬季用气量最高月份的高日用气高峰需求。为缓解天然气供需矛盾、保障供气安全,实现连续均衡供气,一是应加速干线管道间的联络线建设工作,以实现气源灵活调度;二是再建设一批储气库,特别是增加高峰负荷型储气库的筛选建设;三是以长庆气田天然气为主,适时调入西气东输与陕京二线管道联网气源和华北气田气源作为补充,同时配合引进的LNG气源,形成多元化的天然气气源保障配置系统。 The sharp temperature differences between winter and summer in Beijing and Tianjin have led to the noted fluctuations in the gas consumption throughout a year. The underground natural gas storage tanks, as a complementing project of the Shaanxi-Beijing Gas Transportation Pipeline Project, play a major role in narrowing the gap between gas demand and supply, meeting the huge need for gas during the peak time and facilitating the gas collection, transportation, storage and distribution systems for continued stable gas supply. However, the tanks still cannot meet the demand for gas during the peak winter months in these areas. To narrow those gaps and to ensure the security and sustainable balance for the gas supply, efforts ought to be made to accelerate the construction of the lines that connect the trunk pipelines, in order to achieve flexible gas dispatching. Also needed is another batch of gas storage tanks, especially of the peak- load-type. Further, one should put in place a diversified natural gas supply system that is able to draw in some gas sources from the west-to-east gas transportation project and Shaanxi-Beijing No.2 pipeline network and the North China Gas Field.
