针对西宁市林木种苗建设中存在的问题,提出了深化改革,完善经营机制,加强种苗质量监管;依靠科技进步,加快优良品种选育工作,转变种苗生产模式,提高技术含量;运用经济、行政和法律手段,强化种苗市场管理,规范市场行为,维持市场秩序,以保证供求平衡,促进造林绿化事业持续、快速发展。
