摘要
人与人的和谐是和谐社会的一个重要方面,而影响人与人和谐的主要因素之一就是居民收入分配的差距,这又与分配制度和政策息息相关。改革开放以来,由于“效率优先”的推动,国民经济出现了迅速增长。但由于“兼顾公平”不够,大量统计数据显示居民收入分配的差距也在明显扩大。要构建和谐社会,就要重视在收入分配中“兼顾公平”的问题。特别要注重为农民提供更多的上升机会,给农民从事社会经济活动以平等的起点,组织农民走农业集团化道路,依靠科技扶农,为农民致富奠定根基。
Construction of socialist harmonious society is raised in the Fourth P lenary Session of the Sixteen Central Committee of the Chinese Communist Party. Harmony among individuals is the basics of a harmonious society. The main and ma jor factor to influence the construction of a harmonious society is the differen ces of household incomes. These differences are direct reflections of income dis tribution system and distribution policies of a country. Since the beginning of reform and opening to the world, China has been practicing its “efficiency pref e rred' policy. While the policy leads to a national rapid growth of its economy, the “equality' is not wholly “concurred' and thus the differences gap among ho us ehold incomes is getting bigger.For the construction of a harmonious society, m ore attention should be attached on the practice of “equality concurred' policy , especially on the offering of more chances for farmers. A fair start point of j oining into economic activities, industrialization and collectivization, scienti fic and technological help are basic for farmers to get rich.
