摘要 目的:为调查研究省直预防医学系统及6市地疾病预防控制中心(卫生防疫站)应对突发公共卫生事件的速度、能力及存在的不足,为今后应对有可能发生的公共卫生事件提供科学依据和有实用价值的建议,以不断完善公共卫生反应机制。方法:印制统一表格对所调查单位进行非典型肺炎(以下简称非典)应急反应速度、应对能力(包括人力、物力、财力等)调查。结果:省直预防医学系统均组织了抗非典专业队伍,并进行外环境的消毒。在开支中,主要是其他开支、购买消毒药品和防护用品,分别占38.94%、19.63%和18.49%。由省疾控中心人力和财力可见,省疾控中心在省直预防医学系统中起主要作用,其抗非典专业人数103人(占67.32%)和开支504.52万元(占85.18%)。6市地疾病控制中心(卫生防疫站)在抗非典型肺炎期间,下发了一些文件,建立了相应的专业队伍(流行病学、消毒、微生物检验、后勤等)共计728人,平均121人/市。对可疑病例、可疑接触者进行了流行病学调查,并能及时上报。与社会联合行动,在主要交通要道、车船港枢纽等设置了监测哨点。6市地疾病控制中心(卫生防疫站)为抗击非典共开支280.7万元,主要用于购买防护用品和消毒药品。结论:所调查单位对非典这一突如其来的疾病,均有一定的反应速度和反应能力,但反应速度还不够快,应急反应? Objective:To investigate study on speed,abilities and existing deficiencies dealing with public health emergency events in Shandong provincial system of preventive medicine and its six cities' or prefectures' centers for disease control and prevention (sanitation and anti-epidemic station),and provide the scientific basis and recommendations of practical value for probable recurrence public health emergency events so that the mechanism of public health could be improved continuously.Methods:The investigations on control SARS emergency repercussion (including manpower,resources of material and finance) in the departments for disease control and prevention with printing unity investigative table.Results:Shandong provincial system of preventive medicine established the special teams of control SARS,conducting environmental disinfection and propaganda for control SARS.The principal expenses could be used for other expenses,buying disinfection medicines and articles for protection,and accounting for 38.94 percent,19.63 percent and 18.49 percent respectively.It could be seen from manpower,and finance in the provincial center for disease control and prevention,the center played a chief role in control SARS in the provincial system of preventive medicine,and the center's special team for control SARS involved 103 persons (accounted for 67.32 percent) and its investment was (5 045.2) thousands RMB dollars (accounted for 85.18 percent).During SARS pervalence,the centers for disease control and prevention in the six cities or prefectures issued files,set up the special teams (including epidemiology,disinfection,microbiological test and logistics and so on),in total 728 persons,121 persons per city or prefecture.The surveillance posts were set up in main vital communication lines,depots,harbors and so on,and conducting epidemiological survey for suspicious patients or suspicious persons getting in touch with the patients,reporting epidemic situation without delay,jointing action with social personalities of various circles.The conters for disease control and prevention in six cities or prefectures invested (2 807) thousands RMB dollars for control SARS,mostly being used for buying articles for protection and disinfection medicines.Conclusion:There were some speed,abilities in the extent for SARS emergency repercussion in the investigated units,however,the emergency repercussion speed was not yet enough,and the abilities for emergency repercussion also were insufficient.
