摘要
在中国建立和完善国家创新系统是知识经济时代的必然要求。剖析现阶段我国国家创新系统存在的问题,必须重构以企业为主体的创新系统框架,健全有利于创新的制度措施,转变政府职能深化体制改革。
To solve the problem of the present national creative system of our country we have to establish creative system frame that regards the business enterprise as the main body and change the government functions deepening the system reform.
