摘要
“镇江模式”的形成基本经历了4个阶段:试点起步阶段、探索调整阶段、深化发展阶段、优化完善阶段。目前,已初步构建起多层次全民社会医疗保障的总体框架。“镇江模式”主要有以下4个方面的特征:保障体系具有开放性、医疗需求具有适应性、参保缴费具有连续性、道德风险具有防范性。
