摘要
学术界对农村土地所有权制度的改革与完善,众说纷纭。保留集体土地所有权和取消集体土地所有权实行农村土地私有化的方案都不可取。土地的经济社会属性为农村集体土地国有化提供了正当性诠释,粮食的有效供给问题和可持续发展农业的培育为农村集体土地国有化提供了必要性诠释,构建一种既能调动亿万农民的积极性,又能让国家财力承受的具有可操作性的“双赢”的农村集体土地国有化方案应当成为我们变革的最佳路径。
There are different opinions on reformation and consummation of country collective landownership system in academy. Withholding country collective landownership or canceling it to carry out private ownership project cannot be adopted. Economic and social attribution of land provides justified annotation for the nationalization of country collective land. Efficient food supplies and fostering sustainable agricultural provide necessary annotation for the nationalization of country collective land. The best choice is setting up manipulative nationalization of country collective land project both to attract hundreds of millions farmer's enthusiasm and to be endured by national financial.
