摘要
目前大部分的国企改革设计,都是集中在存量资产(产权)的转移上,将代理人变为委托人的股份化制度似乎是国企走向市场的主要路径。这种改革措施将无法避免地导致国有资产的流失和有争议的初始财产界定。作者试图提出一条针对增量财产的改革路径:在不触动存量的条件下,通过对代理人剩余权的界定,改进企业的激励机制和提高企业的效率。中规院微观层次的实证结果表明,对于知识依赖型的国企,这是一条更可行的出路。
At present,the reform design for moststate-owned enterprises is focused on the trans-fer of the inventory assets(property right)and,itseems that turning the agent into the consigner isthe only way for the state-owned enterprises toget into the market.Such measure taken for the re-form will inevitably result in the loss of the state-owed assets and the disputable definition for initialproperties The author is trying to put forward areform route,countering the value-added property,i.e.that under the conditions not to touch theinventory,it will improve the incentive mechanismand the efficiency of the enterprises,through defin-ing the residual right of the agent.The results of themicro hierarchy experiment implemented in ChinaPlanning Institute have demonstrated that this is afeasible way for the intellectual-based state-ownedenterprises.
