摘要
入世对于地方各级政府管理体制而言,既是机遇,也是挑战。入世后我国直接成为经济全球化的一个重要组成部分,国际竞争更加激烈。这种竞争的实质是政府管理方式、机制、职能与效益的竞争。因而,当前地方政府管理体制的改革、创新已是迫在眉睫。
For all levels of local governments, entering the WTO is not only an opportunity but also a challenge in administration system. With the change, China has become a very important part of the globalization of economy, and the international competition is becoming more and more fierce. The core of the competition is in fact the competition in the way, system, function, and efficiency of the government administration. Therefore, the system reform of the local government administration is so urgent.
