摘要
文章分别介绍了80年代发达国家和发展中国家的森林工业政策和实施措施;分析了80年代世界林产工业发展的特点,对工业材、薪炭材、纸和纸板、人造板等的生产及其增长情况进行了详细论述。
Abstract In 1980s, the key points of the forest industry policy of the developedcountries are 3: (1) under stable felling voluine or a little increased felling volume, in-creasing the output of forest products, by energetically developing the coniprehensive u-tilization of wood; (2) adjusting the structure of forest products and increasing the usevalue and value added of forest products by setting priority on deep and refined process-ing and varyirig the processing levels; (3) closely combining forestry with wood process-ing to ensure a sustainable development of forest industry. Generally speaking, in1980s, there were three types of forest industry polieies in the developed countries : (1)energetically developing forest resources and exporting large volume of log and a sinallvoluine of prunary products to earn foreign change or to exchange materials; (2) limit-ing or prohibiting log export and resolving the problem of employment at home and ofthe fund and technology needed by energetically developing the production and export ofproducts inade of hoine produced wood; (3) energetically developing the fast growingplantations and by combining forestry with forest industry and exportins large amountof pulp and paper products to ensure a sustainable development of forest industry and toincrease the income of foreign exchange. in 1980s the development of the world forestindustry is noted for about four features : (1) the production of small dimension stockand coinmercial timber increases slowly while that of fuelwood increased rapidly; (2) a-mong the products made of industrial timber the production of paper and paper board,pulp and panel continued to increase at a speed higher than that of sawtimber; (3) ofthe panel production, that of nonveneer panel increased at a speed significantly higherthan that of plywood; (4) of the nonveneer panel production, that of medium densityfiber board and structural tyhe particle board (including WB, CWB and OSB) increasedat a speed far greater than that of ordinary fiber board and partiele board.
