Abstract The essense of structural change is to adjust benefit texture in order to improve the deployment of resources and promote the efficiency of economic activities. The most profound structural change begins from the exchange of ownership and the proprietor system is but the outcome of ownership exchange. To establish proprietary system under public ownership means the 'sub-division' public ownership and in the end the composition of 'commonly-owned proprietorship' in various forms.
