摘要
矿产资源既是物质资源，更是环境资源。其开发利用事关经济发展与环境质量的维持。我国经济发展与资源短缺、环境污染之间的矛盾主要源于我们没有处理好人与自然的关系及资源与经济、社会协调发展关系。因此，资源开发必须坚持“持续发展”的战略。应把提高生态经济效益放在首位，在资源开发中大力发展生态技术和生态工艺，提高资源综合利用技术，调整我国的经济发展模式，控制人口增长。协调好资源开发与经济发展的关系是贯彻这一战略的主要措施。
Mineral resources are not only material resourc but also environmental,resourccs, their exploitation and utilization seriously affect the development of economy andenvironmental quality maintained, to solve the contradictions among economic and socialdevelopment of our country, the shortage of resources and environmental pollution,itneeds to coordinate the relationship between human and nature,to stick to 'continued development'strategy,to put the improvement of ecological economic benefits in the firstplace,to develop ecological technique and technology, and then to adjust economic development model of our country.
