摘要
根据现代产权理论得知,有效的产权结构可激励人们将外部性内在化,促使资源的优化配置。而水权是产权理论在水资源管理中的运用,由于我国水权制度还不明晰,因而未能达到水资源合理利用和优化配置的目的。文章借鉴国外水权制度经验,对水资源产权如何在水资源配置中发挥作用,做出了经济分析。
According to the modern property right theory,the efficient structure of property right can inspire people to make the externality internalized and optimize resource allocation.Water right is the property right used in water resource management.In our country the water resource property right is undefined,so water resource is not used correctly and allocated optimizedly.In this article,with the reference of experience about water right system,the economic analysis is made on water resource property right how to have effect on water resource allocation,and conclude that defined water resource property right are more important to economy and society.
