摘要
基础设施民营化改革是当今时代的潮流,而良好的政府规制是基础设施民营化改革成功的关键。因而,要确保基础设施民营化改革的成功,就必须实现政府良好的规制,而政府良好规制的实现需要遵循一定的构建原则和设计一个科学有效的运作机制。
The reformation of basic establishment run by civilian is the trend of the times, but good governmental regulation is the key to succeed in the reformation. So to assure the success of the reformation, the governmental good regulation must be realized. And the realizing of good governmental regulation needs to follow certain structure principal and design a scientific effective working mechanism.
