摘要
行政人格既是行政人员个体的人格 ,又是行政人员区别于其他社会成员的群体人格和职业人格 ,是行政人员共同拥有的普遍人格。行政人格是与行政管理模式联系在一起的 ,统治行政中的行政人格是一种依附人格 ,管理行政中的行政人格则是一种工具人格 ,而服务行政则需要行政人员的独立人格与之相伴。行政人员的独立人格以后工业化的社会历史进程为背景 ,是一种正在生成中的行政人格。在服务行政的制度、体制设计中 ,行政人员的独立人格是理论建构的切入点。现在来研究行政人员的独立人格 ,有着直接的实践价值。
Yang Yan The administrative personality refers to the individual personality of administrators as well as the personality to tell the administrators from those of other social members and of other occupations, and it is the general personality all the administrators have. The administrative personality is in contact with administrative management mode; the administrative personality in governing the administration is a kind of attached personality while the administrative personality in management administration is a kind of tool personality, and that in service administration is accompanied by the independent personality of the administrators. The independent personality is based on social history progress in post industrialization, and is an administrative personality being generating. In the system and institution design of service administration, the independent personality of the administrators is the starting point of theoretical construct. The study of this independent personality is of direct value for practice.
