摘要
发展城市轨道交通的核心问题是筹集资金。文章分析了我国地铁传统投资体制中存在的问题,对建立外部效益返还机制和沿线土地综合开发两种模式解决建设资金问题进行了论述,并对其具体应用进行了初步探讨。
The core issue of developing urbanrail traffic is capital funding. The problems oftraditional funding system are analyzed in thispaper. The returning of external benefit andcomprehensive exploitation to both rail trafficand land utilization are discussed. The actualapplications of the new thought are studied. Thejoint development is sustainable.
