摘要
土地是人类生存和发展的基础,耕地是国土资源的精华.鉴于土地资源的稀缺和耕地面积的趋减及我国人地比例日益失调的客观事实,我国未来的发展战略必须走一条低度消耗资源和适度消费的道路,而保护耕地与资源环境是充分利用耕地的基本战略.本文对耕地减少的原因,土地环境恶化,人地矛盾突出等作了必要的分析,发现我国耕地正处于相对和绝对减少的态势,并在减少中出现了不合理使用,导致耕地的数量和质量同时下降的现实.保护耕地,珍惜耕地,应成为当务之急,为此提出了摆脱目前耕地危机的途径,并就解决耕地危机提出了一些改革措施.
Land is the basis of the existence and development for human beings and Cultiated land is the highlight of territory r sources.Due to the shortage of the land resources,the decrease of the cultivated land and the fact that dislocation of the rato of population to land is increasing in our country,the future develop- ing strategy in our country should take the road of exhausting resources at lowest degree and consuming adeguatly,While the protectom of cuivated land and resources enviroment is the basic strategy to make full use of cultivated land.Based on a necessary analysis on teason for the decrease of the cultivated land,the en- vironmental deterioration of land and the sharp contradition between population and land,This paper points ut that the natonal lands gend to decrease,relatively and absolutely,in addition to an uneaonable expotation The facts result in the simultaneous decrease of both quantiy and quality.Protecting and treasuring cultivated land should have become emergency.Therefore,this paper has put forward methods to get rid of the present crisis of cultivated land as well as some remedies for the crisis of cultivated land.
